High-Level Talent-Recruitment Policies and Plans of Huaiyin Institute of Technology in 2019

In order to build a talent team with good quality, reasonable structure and adaptability to the development of higher education in the new era, and further facilitate the all-round development of Huaiyin Institute of Technology (HYIT), we sincerely welcomes high-level talents from home and abroad to make contributions and achievements at our university.

Ⅰ. Targets and Conditions

Following the provisions in the "Ministry of Education's Notice on the Issuance of the 'Ten Codes of Professional Conduct for College Teachers in the New Era'" (Teachers [2018] No. 16), the applicants shall have high political caliber and good professional ethics, be decent, enterprising and law-abiding role models for others, and have certain organizing and coordinating abilities, strong teamwork spirit and good health.

(I) Elites

Elites are divided into five types. The basic conditions are respectively as follows:

1. Type-A elites: Winners of the Nobel Prize, Fields Medal, Pritzker Award or other internationally renowned awards, academicians at Chinese Academy of Sciences or Chinese Academy of Engineering, or outstanding talents at the same level.

2. Type-B elites: Professors of famous foreign universities, national famous educators, members in the Thousand Talents Program (Long-term recruitment program for innovative talents), distinguished professors in the Yangtze River Scholar Program, beneficiaries of the National Science Fund for Distinguished Young Scholars of the National Natural Science Foundation of China, leaders of innovative research teams supported by the National Natural Science Foundation of China, chief scientists in the key national R&D programs of China, first-level training targets in Jiangsu Province's 333 High-Level Talent Training Program, principal members (a top 3 contributor) in projects winning the State Natural Science Award/State Technological Invention Award/National Prize for Progress in Science and Technology, or outstanding talents at the same level.

3. Type-C elites: Associate professors of famous foreign universities, national young/middle-aged experts with outstanding contributions, beneficiaries of the National Science Fund for Outstanding Young Scholars of the National Natural Science Foundation of China, members in the national Thousand Talents Program (Recruitment program for young professionals), members in the national Young Top-Notch Talent Support Program, members in the national Hundred/Thousand/Ten-Thousand Talents Program, members in the Young Scholar Program of the Yangtze River Scholar Program, members in Chinese Academy of Sciences' Hundred Talents Program, leaders of major projects supported by the National Natural Science Foundation of China, chief experts in major projects supported by the National Social Science Fund of China, or outstanding talents at the same level.

4. Type-D elites: Second-level training targets in Jiangsu Province's 333 High-Level Talent Training Program, provincial distinguished professors and famous educators of Jiangsu, beneficiaries of The Science Fund for Distinguished Young Scholars of the Provincial Natural Science Foundation of Jiangsu, or outstanding talents at the same level.

5. Type-E elites: Elites who hold a senior professional title and a doctoral degree, are under 50 years old (the requirements may be loosened appropriately for especially excellent elites) and satisfy two of the following basic conditions:

(1) Presided over state-funded scientific research projects in the past three years;

(2) Won a provincial/ministerial second award or above for scientific research in the past three years (the first contributor);

(3) Published more than five papers as the first author/corresponding author in authoritative journals or SCI journals (Zone 1) or two papers indexed by SSCI or five papers indexed by CSSCI in the past three years.

(II) Young Talents

The applicants who have a doctoral degree, are under 40 years old (the age requirement may be loosened to 45 for those holding an associate senior professional title and 50 for those holding a senior professional title) and satisfy the specific conditions for the corresponding level of doctors. The evaluation standards for young talents shall be implemented on a case by case basis according to the specific faculty/discipline.

1. Type-A doctors

(1) Graduates from famous foreign universities (TOP 200 in The Times Higher Education World University Rankings), or universities of the C9 League, or Chinese Academy of Sciences/ Chinese Academy of Social Sciences, or Double First-Class universities and a Top 3 discipline in China.

(2) Achievements shall meet the requirements in the attachment "HYIT List of Evaluation Standards for Doctors to Be Introduced as Young Talents in 2019"

2. Type-B doctors

(1) Graduates from famous foreign universities (TOP 500 in The Times Higher Education World University Rankings), or Chinese Academy of Sciences/ Chinese Academy of Social Sciences, or Double First-Class universities/Double First-class disciplines.

(2) Achievements shall meet the requirements in the attachment "HYIT List of Evaluation Standards for Doctors to Be Introduced as Young Talents in 2019"

3. Type-C doctors

(1) Meet HYIT's requirements for discipline and specialty construction, have strong scientific research ability and can teach core courses.

(2) Achievements shall meet the requirements in the attachment "HYIT List of Evaluation Standards for Doctors to Be Introduced as Young Talents in 2019"

4. Type-D doctors

(1) Meet HYIT's requirements for discipline and specialty construction, have strong scientific research ability and can teach core courses.

(2) Achievements shall meet the requirements in the attachment "HYIT List of Evaluation Standards for Doctors to Be Introduced as Young Talents in 2019"

(III) Urgently Needed Professionals

The applicants shall hold a master's degree or above and a senior professional title, meet HYIT's specific requirements for the corresponding post, generally be under 50 years old, and must satisfy one of the following conditions:

(1) In the past five years, the applicant has presided over more than one provincial/ministerial scientific research projects; or won a ministerial/provincial first prize for progress in science and technology (ministerial/provincial philosophy and social science award) as a Top 5 contributor, or a second prize as a Top 3 contributor, or a third prize as a Top 2 contributor; or won the National Teaching Achievement Award as a Top 5 contributor, or a Provincial Special Award for Teaching Achievements as a Top 5 contributor, or a first award as a Top 3 contributor, or a second award as the First Contributor.

(2) In the past five years, the applicant has published more than five papers on science/engineering or more than eight papers on humanities/social science as the first author in core journals, with at least one paper indexed by SCI/EI/SSCI/CSSCI; or with two invention patents granted (as the first contributor).

(3) Be in a talent program at or above the provincial level or in a talent training program at or above the provincial level.

(4) Urgently needed engineering/technical personnel with rich practical engineering experience and expertise in a certain field confirmed by exams, or outstanding talents with universally acknowledged outstanding achievements in sociology, culture, arts, sports or other fields.

(IV) Innovation Team

1. The innovation team's discipline or area of study should meet HYIT's needs according to the discipline construction arrangement and plan, and the team should generally consist of three to six members.

2. The leader of the innovation team should be a well-known scholar (a high-level talent at or above the provincial level or leader of a major national project), have good health, a broad vision and mind, profound academic attainments and achievements recognized by peers at home and abroad.

3. Members of the innovation team should have certain academic attainments in areas closely related to the areas of study of the leading talents in the team. In principle, all members should have a doctoral degree.

The individual treatment of team members (doctoral and above) shall be implemented according to their actual level.

Note: HYIT provides transitional housing (rental) for three years.

Ⅲ. Appraisal Management

All the talents recruited shall be subject to a follow-up assessment system with "two assessment periods in six years." The first assessment period starts from the day the talents begin to work full time at HYIT and sign the employment agreement to the end of the third year, when the mid-term assessment is conducted. The second assessment period starts from the end of the first period to the end of the sixth year, when the final assessment is conducted. The final assessment of Young Talents at the end of the sixth year shall be conducted according to the assessment criteria (for details, please see "HYIT Measures for the Introduction and Management of High-Level Talents"). The payment of housing and resettlement subsidies and start-up funds for scientific research shall be linked to the assessment results.

 

Specific assessment criteria for other talents and innovation team members shall be decided on a case by case basis, with the HYIT's assessment criteria as a reference. Assessment criteria shall be included in the employment agreement.

 

Ⅳ. Other

1. The announcement published by Department of Human Resources and Social Security of Jiangsu Province shall prevail over the HYIT High-Level Talent Recruitment Announcement for 2019 and the information sheet of High-Level Talents Wanted.

2. Applicants should provide the following materials:

(2) The applicant's resume, a copy of the ID card, copies of the diplomas and degree certificates at all levels, professional title certificates, scientific research achievements and other materials; fresh graduates should provide copies of the employment recommendation form and transcripts.
